On behalf of the American Public Works Association (APWA) Utah Chapter Board, we endorse the 2025 Utah Municipal Standards Study and clarify the Board’s purpose in supporting this effort. In spring 2025, the Utah League of Cities and Towns, the Utah City Engineers Association (UCEA), and the APWA Utah Chapter distributed a survey to better understand similarities and differences among municipal infrastructure standards used across Utah. This Phase 1 study summarizes responses to 11 survey questions and is intended to help municipalities compare standards, identify opportunities for improvement, and learn from one another while maintaining flexibility to adopt standards appropriate for their communities.
Utah municipalities are encouraged to review the report, “2025 Utah Municipal Standards Study,” and evaluate their standards in light of the survey results. This study is provided for educational and informational purposes only. The APWA Utah Chapter does not warrant the accuracy or completeness of the information, and users are responsible for independently verifying data. This Phase 1 study is not a comprehensive inventory of municipal standards nor an explanation of the engineering basis behind them.
